During the last round of negotiations, CUPW, in its ongoing quest to achieve pay for
all hours worked, negotiated the hours of work study.
Appendix H of the RSMC collective agreement provides for a joint study of all hours
worked in two locations.
At first the parties could not agree on the parameters of the study as CPC refused
to keep track of volumes of mail. CUPW suggested RSMCs could just keep track of containers of mail, but CPC
refused.
CUPW went ahead with a unilateral study in Scarborough and Mitchell, Ontario. Since
February, the members in those locations have been gathering information to be used during the next round of
negotiations.
Also a letter was sent to every RSMC’s home, requesting that they fill out the daily
data capture sheets. We need to have as many members as possible filling out those sheets. If we are to move
forward and achieve pay for all hours worked, we need this information and we must file grievances to get
paid as well. We have been winning those grievances at arbitration.

The parties have now agreed to go ahead with the official Appendix H study. We will
be keeping track for the hours of work for RSMCs in Kelowna, British Columbia, and Red Deer, Alberta.
