Dear Ms. Greene:

Re: Plant and post office closures.

Canada Post has refused to release the corporation's overall plans for our public post office and its plans for the national network review. You have stated that you do not have a plan and that you are approaching facilities on a case-by-case basis.

CUPW would therefore like to know what cases or facilities you plan on reviewing in the next two to three years. As well, the union would like to know if the corporation intends to respect CUPW's collective agreement to notify the union of changes, such as closures, as far in advance as possible of changes and prior to any final decision being taken. Here I refer you to the experience of Quebec City and the decision of arbitrator Dulude. The corporation knew it would be closing the Quebec City plant in February 2005. It did not notify the union until August 2005. Arbitrator Dulude ruled that the union should have received notice, under article 29.03a of the collective agreement in February 2005.

I look forward to hearing from you. It is very important that we reach an understanding on this matter.
