First 2006 Implementations - Kitchener and Moncton

The first two Parcel Model implementations of 2006 happened:

  • September 5 in Kitchener, Ontario
  • September 18 in Moncton, New Brunswick

Overall, in these 2 two cities, there was a gain of 8 full time jobs, and a loss of 21 part time jobs.

 

Work Already Contracted In

In Kitchener and Moncton, Mail Services Couriers (MSCs) and Motorized Letter Carriers (MLCs) already delivered the Expedited and Xpresspost parcels.  The work had been contracted in in the mid-1990s.  In both locations relay bundle delivery had been transferred to MLCs a few years ago.

 

Kitchener

In Kitchener, an early version of the loop delivery system has been in place since about 1998. Changes implemented this year included moving the parcel sequencing work to PO4s, fully implementing the loop parcel delivery system for MSCs, and integrating Priority Courier delivery with parcel delivery.  Some parcels were moved to MLC delivery.  A new conveyor belt and keying stations have been installed for parcel sortation.  Previously, sequencing of parcels was done by part time MSCs.  That work was transferred to PO4s.

In Kitchener, the changes resulted in a gain of 4 full time MSC jobs and 5 full time letter carrier jobs.  12 part time MSC jobs were lost in the conversion.  There was no change in the number of full time or part time jobs in the Kitchener Plant.

 

Moncton

In Moncton, MSC work was consolidated at the Plant.  The loop delivery system was implemented and sequencing work will now be done by PO4s.  Some parcel delivery work previously done by MLCs was given to MSCs. 

Previously, many MSC routes in Moncton had had some unscheduled time built into them.  This time was removed in the Parcel Model restructure – as it would have been in the next restructure in any case.   Not surprisingly, there is 1 less full time MSC job and 9 fewer part time MSC jobs following the MSC restructure.

In the Moncton Plant, no additional jobs have been added, despite the fact that PO4s now do about 9 hours of parcel sequencing and loading work formerly done by MSCs.  CUPW will be monitoring the staffing situation for Group 1 employees in Moncton.

At the same time, unrelated letter carrier restructures in Moncton resulted in a gain of 8 full time and 1 part time letter carrier jobs.  The letter carrier restructures were the result of grievances filed and won by the Moncton Local because of very bad restructures in 2004.
