Results of a recent study shows RSMC members are working longer hours than are currently reflected by CPC
calculations and the CUPW Transition Committee is meeting to resolve this issue.
At present RMSC hours are based on a Route Management System. At issue was the way in which work times are
calculated. In order to do that the Working Group studied the six elements that Appendix C of the Collective
Agreement identified.
Those elements included external values
Rural Mail Boxes (RMBs)
Community Mail Boxes (CMB)
Groups Mail Boxes (GMBs)
Business Points of Calls (POC’s)
Driving Time
Internal values included
Business Sortation
These elements are the key to calculation of RSMC hours worked and CUPW is determined to see that actual
hours worked are reflected in member earnings.
In order to achieve the documentation that is required to prove hours worked are underrated the CUPW
Working Group used scientifically-based analysis to study the issue.
In one example of the work that went into the study, routes were selected in the Greater Toronto Area
(GTA). Both internal and external activities were studied. It included sortation and delivery of mail to
business points of call as well as vehicle travel time. One day of study was taken for the following routes.

A report of the Working Group study was submitted to the Transition Committee in May. Meetings are being
held to determine recommendations that will give representatives the information needed in order to come to a
resolution of the issue with CPC.
The study and the results will form the bases of recommendations put forward to the National Executive
Board to assist in the negotiations of the distribution of the $ 4.1 million financial cap this
summer.
