Implementation process for Appendix “E”, paragraphs 1 and 4
CUPW and CPC representatives on the Transition Committee have been meeting since August 2006 to proceed
with the hiring of on-call relief employees (OCRE). Following these discussions, many agreements were reached
between the parties. Appendix “E”, paragraph 1 states that: “As of September 1, 2006, the
Corporation agrees to hire one hundred (100) on-call relief employees.” The Transition Committee made a
recommendation to the parties on September 9, 2006 concerning the locations where these employees would be
hired.
Appendix “E”, paragraph 4 states that: “As of September 1, 2006, the Transition Committee shall make
recommendations to the parties concerning the rules for the allocation of relief assignments.” The
parties signed a memorandum of agreement on December 20, 2006.
Early in 2007, the Transition Committee continued its discussions and the parties reached several more
agreements, including: 1- relaxing the requirement to provide a specific type of vehicle (mini-van) in some
installations; 2- clarifying the rules for OCREs around bidding for a vacant position during their probation
period; 3- clarifying the scope of clauses 16.02 and 14.01 when a designated holiday falls during an annual
leave period.
Implementation process for Appendix “E”, paragraph 2
On June 8, 2007, the RSMC Transition Committee made a recommendation to the parties (CUPW and CPC) to
implement the provisions of Appendix “E”, paragraph 2 of the RSMC collective agreement, which states
that: “As of January 1, 2007, the Corporation agrees to hire one hundred (100) on-call relief
employees in locations to be recommended to the parties by the Transition Committee.”
Throughout this period, we continued discussions to implement the provisions of Appendix “E”,
paragraph 2.
Implementation of recommendations made by CUPW locals
The National Executive Board, through the National Directors, asked CUPW locals to send proposals to the
Transition Committee regarding the postal installations or groups of installations where the 100 additional
OCREs could be hired.
We received many requests from all regions, and it was difficult to choose because the number of OCREs to
be hired is lower than the number needed to ensure RSMCs don’t have to use replacements to cover their
absences.
The Transition Committee discussed these proposals and reached an agreement on a recommendation to be made
to the parties. Both Canada Post and CUPW accepted this recommendation.
Memorandum of Agreement in effect as of June 19, 2007
Following the recommendation of the Transition Committee, the memorandum of agreement on the application
of Appendix “E”, paragraph 2 took effect on June 19, 2007. The list of selected postal installations and
groups of installations and the corresponding number of OCREs to be hired is printed on the reverse side of
this bulletin.
