On Saturday, September 12, 2009, the federal Conservatives quietly announced a Canadian Postal Service Charter that outlines the government’s expectations for Canada Post in regard to service standards and other matters. The Charter largely reiterates existing policy and includes an expectation that Canada Post will maintain “the moratorium on the closure of rural post offices.” The Charter also acknowledges that providing postal services to rural areas is an integral part of universal postal service. While it’s a good start, the Charter isn’t altogether reasonable.

Dear Mr. Merrifield: I am writing to thank you for your response to my letter dated December 7, 2009 and to request clarification on three issues. I understand from your letter that the government “has carefully considered all of the panel’s recommendations” from the Canada Post Corporation Strategic Review. Will the government be taking further action as a result of this consideration? For example, will you be accepting or rejecting the recommendation for an employee share ownership plan (#25)? Selling or giving shares to employees is partial privatization. Accepting this recommendation would violate the government’s promise not to consider privatization. I also understand from your letter that the government has decided to maintain the current moratorium on post office closures in rural and small one-post-office towns. This is good news. However, we would like to know if the government expects post offices and outlets covered by the moratorium to be public offices and not private outlets.

I am writing in response to your correspondence of December 7,2009, regarding the moratorium on rural post office closures, the consultation process in the Canadian Postal Service Charter and recommendations in the report of the Canada Post Corporation Strategic Review. As I have indicated to you in earlier correspondence, the Service Charter clearly states that postal services to rural regions are an integral part of Canada Post's universal service. Consequently, the Government of Canada is maintaining the existing moratorium on the closure of rural post offices. No dilution of the existing moratorium is being considered. Section 14 of the Service Charter specifically addresses community outreach and consultation around decisions to permanently close, move or amalgamate corporate post offices. Given my responsibilities for Canada Post, I am informed of the results of all community consultations and of the arrangements made to ensure ongoing postal service to the community.

Dear Sisters and Brothers, As you may know, the government’s Strategic Review of Canada Post has recommended against deregulation. During the strategic review process, it was made clear that opposition to postal deregulation is widespread. The public is opposed. Many federal politicians and municipal representatives are opposed. Groups representing seniors, rural residents, people with disabilities, labour, students and civil society oppose deregulation. In spite of this, the government has introduced Bill C-44 which amounts to deregulation of international letters. It doesn’t make sense to be proposing legislation before you look at an issue. This bill is now in the second reading stage.

In June 2009, the federal government introduced Bill C-44, an Act to amend the Canada Post Corporation Act (virtually identical to Bill C-14). If approved, this bill would partially deregulate Canada Post by removing international letters from Canada Post’s exclusive privilege to handle letters. Bill C-44 is currently being debated in the House of Commons. The single most important action you can take to help defeat Bill C-44 is to contact your member of Parliament (MP). CUPW has produced a letter to MPs on Bill C-44 and a leaflet which explains Bill C-44 in the context of the Canada Post Corporation Strategic Review.

Dear member of Parliament: Postal bill to partially deregulate Canada Post is premature and potentially dangerous

In June 2009, the federal government introduced Bill C-44, an Act to amend the Canada Post Corporation Act. If approved, this bill would partially deregulate Canada Post by removing international letters from Canada Post’s exclusive privilege to handle letters. I oppose Bill C-44. Canada Post has an "exclusive privilege" to collect, transmit and deliver letters, including international letters, in order to finance its universal service obligation. The government should not be considering this major move without a proper review of the issue. This did not happen during the government’s recent strategic review of the post office.

Hey Harper - Hands off my post office!

Last year, the federal government conducted a very quick and quiet review of our post office called the Canada Post Corporation Strategic Review (CPCSR). The government did not hold public hearings during the CPCSR and is not consulting with the public on CPCSR report recommendations. The CPCSR report, which was released in April 2009, recommended against postal deregulation, but with the exception that international letters be removed from Canada Post's exclusive privilege to handle letters. The government accepted this recommendation in June 2009 when it introduced Bill C-44.

The debate over postal deregulation resurfaced during the federal government’s Canada Post Corporation Strategic Review (CPCSR) in 2008, well over a decade after taking off and taking root in Europe and elsewhere. On April 21, 2008, Canada’s federal government launched the CPCSR to look at a variety of postal issues, including the exclusive privilege or monopoly and the universal service obligation (USO). This paper outlines the positions that major stakeholders took on deregulation during the consultations undertaken by the CPCSR and in communications with select stakeholders. In addition, it looks at public opinion and the views of political representatives. The paper also identifies changes in positions which have occurred since the Canada Post Mandate Review in 1995-96, which was the last time the federal government looked at the post office. As well, the paper outlines the CPCSR process and examines the report of the CPCSR, along with the government’s response as of September 2009. It also assesses the degree to which the report and response reflect the views of stakeholders.

Rural communities win moratorium on post office closures in new service charter

For Immediate Release – Ottawa – Saturday September 12, 2009, the federal Conservatives quietly announced a Canadian Postal Service Charter in an attempt to calm rural residents’ discontent with their public postal service in the run-up to an election. The two page, 20-point Service Charter mostly reiterates existing policy and announces that the government will maintain a moratorium on rural post office closures. It also introduces an obligation to inform and consult with people at least one month prior to closing, moving or amalgamating their public post office or changing their method of delivery. A moratorium has existed since 1994 that protects approximately 3800 public post offices in rural and small one-post-office towns.

As you know, this commitment was included in the recently announced ‘Canadian Postal Service Charter’. The Charter says: “11. The moratorium on the closure of rural post offices is maintained.” The Charter does not say the current moratorium on closures is maintained. It does not say the moratorium on the closure of post offices in “small” one-post-office towns is maintained. The Charter only mentions “rural” post offices.

Door-to-door delivery threatened? (Volume 37 - Number 3 - September 2009)

Many people mistakenly believe that door-to-delivery is at risk because that’s what many media outlets suggested when the report of the Canada Post Corporation Strategic Review was released in May. The Globe and Mail featured an article called Canada Post urged to review home delivery. The website of the Canadian Broadcasting Corporation carried an article entitled Outside review suggests Canada Post drop door-to-door delivery. There are, in fact, no recommendations for massive cuts to door-todoor delivery in the CPCSR report. The real recommendations on door-to-door delivery follow: • The Advisory Panel recommends Canada Post specifically include in its annual report an overview on the delivery methods it uses, indicating the number of addresses served with each delivery method and the financial costs and environmental impact of each on a per-unit basis.

As you know, we have a number of concerns. Resolution: Save Public Post Offices and Rural Delivery

WHEREAS the report of the Canada Post Corporation Strategic Review (CPCSR) recommends that the current moratorium on post office closures in rural and small towns be replaced with a mechanism involving new rules and procedures, including the ability to replace public post offices with private outlets. WHEREAS the report also recommends that rural mailbox delivery be reconsidered. WHEREAS these recommendations, if implemented by the federal government, would undermine public postal service and jobs in our community and fundamentally change the nature of Canada Post’s retail and delivery network. WHEREAS the report proposes that Canada Post’s highly inadequate community consultation process be used when closing or “rationalizing” a post office/outlet and that a similar process be used when replacing rural mailbox delivery with delivery to a community box, green box or post office.

Instead he has acted unilaterally to introduce legislation to legalize the activities of the remailers. We have written to Minister Merrifield asking to know why the government has acted only on this one recommendation, out of sixty, which was never explained in the CPCSR report.

Dear Mr. Merrifield: Re: Changes to the Canada Post Corporation Act Concerning Remail I am writing to state the opposition of the Canadian Union of Postal Workers to the decision of the federal government to amend the Canada Post Corporation Act to legalize the activities of the remailers. As you know both Canada Post Corporation and CUPW have voiced our concerns on many occasions that allowing the remailers to continue to siphon off CPC’s lettermail volumes and revenues would erode CPC’s abilities to provide service in remote and rural areas. Indeed, CPC President Moya Greene has estimated that the illegal activities of the international remailers result in a loss of revenue for CPC of between $60 to $80 million dollars annually. During our meeting of May 7, 2009 you stated that the government intended to take time to review the report and engage in consultations before it comments on the recommendations of the report of the Canada Post Corporation Strategic Review (CPCSR). Instead you have acted unilaterally to introduce legislation to legalize the activities of the remailers. We wish to know why the government has acted only on this one recommendation, out of sixty, which was never explained in the CPCSR report. Report of Canada Post Corporation Strategic Review – Summary of Major Recommendations

The Canada Post Corporation Strategic Review (CPCSR) Advisory Panel issued a comprehensive report that examines virtually all aspects of Canada’s postal service. It contains both positive and negative recommendations. Unfortunately much of the media coverage has been incorrect. Here is a summary of all of the recommendations. All CPCSR recommendations are available at http://www.cpcstrategicreview-examenstrategiquescp.gc.ca/FinalReport/rpt-eng.pdf Deregulation denied The Advisory Panel recommends that Canada Post maintain the exclusive privilege to deliver letters. Universal Service Obligation The report recommends the adoption of a detailed Universal Service Obligation (USO) which would be issued as a “Service Charter”. The Service Charter would be updated regularly (at least every five years) and would include standards concerning delivery, retail services, pricing and the reserved area to be covered by the exclusive privilege. The costs of the USO would be identified and covered primarily through services covered by the exclusive privilege.

Postal report is a major threat to rural post offices, not door-to-door delivery

Media stories on the report of the Canada Post Corporation Strategic Review (CPCSR) have falsely suggested that the report calls for the dropping of door-to-door mail delivery. Nowhere in the report does the CPCSR advisory panel recommend massive cuts to this service. Many media outlets have also paid little attention to the most important recommendation in the report, which is the recommendation not to deregulate our public post office. So why the focus on the door-to-door issue? It is possible that Canada Post is attempting to distract the media from the more politically volatile threats to service in the report, which are the rural recommendations. The advisory panel recommends that the current moratorium on post office closures in rural and small towns be replaced with new rules and procedures, including the ability to replace public post offices with private outlets. Private outlets would weaken service and destroy some of the better paying jobs in rural communities.

When the federal government launched the Canada Post Corporation Strategic Review (CPCSR) a year ago, it promised to make the report of the CPCSR public. The government received the CPCSR report in late December. It’s been almost four months now and the report has not yet been released to the public. A previous government only took about two months to release the last report on Canada Post. Four months is a very long time, even by normal standards. CUPW has been told that Canada Post has the report. We do not believe it is reasonable to withhold the report one moment longer, especially if the corporation has it.

The Strategic Review Report and Beyond

No one is saying when the report of the Canada Post Corporation Strategic Review (CPCSR) will be made public. A staff person for Rob Merrifield, the Minister Responsible for Canada Post, said he did not yet know when the report would be released. But he did indicate that the government will respond to parts of the report when it is made public. The union will be checking with the Minister’s office regularly for updates. Meeting with Minister Responsible! The staff person at Merrifield’s office also indicated that the Minister is willing to meet with CUPW. This is big news and a bit of a surprise. Lawrence Cannon, the former Minister responsible, refused to meet with the union. CUPW sent over a dozen letters requesting a meeting. An official response to our first letter requesting a meeting with the new Minister is expected in the near future.

Review Panel Provides Report to Government – But when will it be released to the public?

The advisory panel of Canada Post Corporation Strategic Review has provided their report to the government. The Canadian Union of Postal Workers has been attempting to determine how and when the report will be released to the public, however, very little information has been provided to the Union. Staff at the office of Rob Merrifield, the Minister responsible for Canada Post, has stated that the government is still studying the report. It is important that all postal workers be informed on what recommendations the panel has put forward and how the government intends to respond the recommendations.
