Dear Ms. Greene:

On behalf of the 56,000 members of the Canadian Union of Postal Workers (CUPW), I am writing to express our concern about Canada Post’s intention to pursue privatization through Private-Public Partnerships (P3s).

Canada Post’s recent appointment of Jodie Parmar to focus on Public-Private Partnerships (P3s) is indeed disturbing, as was his presentation at the 16^th Annual P3 National Conference on November 25^th, 2008, in Toronto: There Mr. Parmar presented that Canada Post intends to build more facilities and that if they are to be P3s then they will be full P3s, including private investors’ goals to design, build, finance, maintain (facility and equipment) and operate public postal facilities.

Despite a clear mandate in the Canada Post Corporation Act (CPCA) for the Corporation to remain a public institution and given the Conservative Party’s economic statement containing a plan to establish PPP Canada Inc.: Has Canada Post discussed the sale of any Canada Post assets in fora or media other than the 16^th Annual P3 National Conference on November 25^th, 2008, in Toronto? Does Canada Post plan to build more facilities and will the new facilities be P3s? Does Canada Post have any plans to sell a facility and then lease back the same facility? Does CPC have any intentions of seeking P3s involving the receipt, processing or delivery of any mail products?
