September 22, 2009 - 15:00 Health and Safety / Bulletin 2008-2011/205 Recently Canada Post (CPC) has attempted to shift their responsibility and obligation re: Security Screening process for Rural and Suburban Mail Carriers (RSMCs) providing contractors. CPC is asking RSMCs to provide copies of Canada Post’s Security Package to Replacements, Helpers, and Ergonomic Assistants. Canada Post is also asking RSMCs to sign a declaration that “ensures’’ that they are read carefully. We believe it is the responsibility of Canada Post to follow up. CUPW has advised Canada Post that we disagree with this process and that RSMCs can not be held liable If Canada Post representatives insist that you follow this process, RSMC members should provide the material to their Helpers and Replacements. Sign the declaration that you will find attached, provide a copy to the employer and keep a copy for your records. Ergonomic Assistants are hired by CPC and are not the RSMCs responsibility. Be sure to inform your local of the situation.

As the route owner, I have provided a copy of the Security procedures to my Replacement/ Helper. The Ergonomic Assistant is the responsibility of CPC and as such I can not be held responsible for them. Please return this document, signed and dated, to your Supervisor. This is my declaration that the Security Screening Procedures have been provided to my Replacement/Helper.
