Canada Post has altered the duties of the Rural and Suburban Mail Carriers (RSMC) by ordering the delivery of personal contacts items (PCI) and (CMB) lock and key replacement delivery notice cards (DNC) to points of call located at more than 0.5 km off the line of travel.
Canada Post has incorrectly applied Appendix ‘’A’’ for remuneration for these duties. Canada Post unilaterally made this decision without negotiating to determine fair and just compensation for this work. This is contrary to the provisions of the Collective Agreement, articles 11 and 13 and Appendix ‘’A’’ as well as any other provisions of the Collective Agreement and the Route Management System (RMS).
Corrective Steps Requested
The Union requests a statement to the effect that the Corporation has violated the collective agreement by refusing to compensate RSMCs for the time required to perform the additional work.
The Union also requests that Canada Post be ordered to pay RSMCs for all the additional time required for the delivery of personal contact items (PCI) and delivery notice cards (DNC) to points of call (POC) located more than 0.5 km from the line of travel. These duties are to be paid at a rate of 1.2 minutes per km travelled in excess of 0.5 km from the line of travel and any additional time required as per the Route Measurement System (RMS). These monies must be paid with interest.
